The BinMyPCN refund guarantee

If you buy the Airport Appeal Pack, take the appeal all the way to POPLA, and POPLA refuses it, we refund the £4.99 in full. This page sets out exactly how that works in plain English.

What triggers a refund

One thing only: a POPLA decision refusing your appeal. POPLA is the independent adjudicator, and their decision is the outcome the guarantee is measured against.

A standard rejection by the operator is not a refund trigger. Nearly every operator rejects a first appeal — that is the normal path, and the rejection is what gives you the verification code you need to reach POPLA. If we refunded on operator rejection we would be refunding almost everybody at the exact moment the product starts working.

How to claim

You will need three things:

  1. Your BinMyPCN order reference, or the email address you paid with.
  2. The ten-digit POPLA verification code.
  3. Your POPLA decision document showing the appeal was refused.

Time limits

Claim within 14 days of the date on your POPLA decision, and within 120 days of buying the pack. The second window is set wide deliberately: POPLA usually takes 8 to 12 weeks, and the guarantee would be worthless if it expired before the decision arrived.

If POPLA took longer than that through no fault of yours, tell us anyway. We would rather look at a late claim than hide behind a calendar date.

When the guarantee does not apply

The appeal never reached POPLA
If the case was not escalated, or POPLA did not issue a decision, there is no adjudicator outcome to measure the guarantee against.
The driver was identified
If you told the operator, POPLA, or anyone else who was driving, the defence was surrendered. You explicitly agree not to name the driver before purchase.
The appeal was submitted late
POPLA has its own 28-day deadline from the operator’s rejection. Missing that deadline is not an outcome we can guarantee against.
The case was flagged before payment
Some cases are sold with the guarantee switched off (e.g. charge paid through a named account, or already past deadlines). We warn you clearly on screen before you pay.

How we decide

A person reads every claim. They look at the POPLA decision beside the documents we drafted and whatever you sent. If your own correspondence does not show that the driver was identified, the claim is approved — we do not refuse on suspicion.

If we do refuse, you get a clear written reason, not an automated form letter. If you disagree, reply and a second person will review it.
