Westminster
3 million PCNs a year — with a "genuine mistake" escape hatch
Westminster is the UK's highest-volume PCN issuer. What most motorists don't know: the council has a documented "genuine mistake" discretion policy — if you made a reasonable error (wrong zone on a visitor permit, say), they'll cancel it. We check for this automatically.

Tower Hamlets
They say no. The tribunal says yes — almost half the time
Tower Hamlets takes a hard line on informal appeals, routinely rejecting them. But take them to the independent tribunal and the picture flips: nearly 1 in 2 motorists WIN. If you're issued a Tower Hamlets PCN, don't stop at informal reps.

400,000 CCTV tickets a year — no informal appeal allowed
Islington issues over 400,000 PCNs annually, predominantly via CCTV for bus lane and LTN filters. Unlike most councils, there's no informal challenge stage for camera-issued PCNs — you go straight to formal representations. We know this and route your appeal correctly from the start.

RBKC mandates their web portal for challenges, which may not preserve all your correspondence if the system fails. We advise users to also send formal representations by post to maintain an independent paper trail. The web form can't be the only record.

Hackney
Hackney tows first, lets you appeal later — at your expense
If your vehicle is towed in Hackney, you must pay the £280 removal fee before you can access any appeal process. This "pay first, appeal later" approach creates real financial pressure. We flag this clearly and advise users on their rights before they pay a penny.

Know what they can charge

London is split into two penalty bands set by the Secretary of State. Your council cannot charge more — and if they do, that's a ground to cancel the ticket.

£130 / £65
Higher-penalty councils: central London and inner boroughs. Full fine £130; 50% discount if paid within 14 days.
Band B
£90 / £45
Lower-penalty councils: outer London boroughs. Full fine £90; 50% discount if paid within 14 days.
Split A/B
Zone-dependent
Some boroughs straddle both bands depending on the street. Mischarging — the wrong band applied — is a valid defence.
