The Stansted forecourt is governed by Stansted Airport Byelaws (Manchester Airports Group), made under Airports Act 1986, section 63. Parking there is subject to statutory control, which excludes the land from "relevant land" under Protection of Freedoms Act 2012, Schedule 4, paragraph 3(1)(c) (read with paragraph 3(3)). Keeper liability under Schedule 4 can only arise on relevant land, so the operator has no statutory route to the registered keeper.
